Yes, you can do the theory test at 16 in Ireland. From 1 November 2026 the minimum age to sit the Driver Theory Test is 15. The age that matters more is the learner permit age: you must be 17 to hold a learner permit for a car, and 16 for a moped or a small motorcycle.

Theory Test Age and Learner Permit Age Are Different
Passing the theory test does not let you drive. It lets you apply for a learner permit, and each permit has its own minimum age:
- Moped (AM): 16
- Small motorcycle (A1): 16
- Car (B): 17
Citizens Information publishes the full list of categories and minimum ages, including larger motorcycles, trucks and buses. It also says that if you are under 16 you must not use any vehicle in a public place.
Why Sitting It Too Early Can Backfire
Your theory test certificate is valid for 2 years from the date of your test. If you have not applied for your first learner permit by then, you have to sit and pay for the test again.
For a car, that gives you simple arithmetic. If you pass at 15 and a half, your certificate runs out at 17 and a half, so you have six months after your 17th birthday to apply for the permit. Pass on your 15th birthday and it runs out the day you turn 17. Sitting the test at 16 leaves a comfortable gap.
What Changes on 1 November 2026?
- Every candidate must be at least 15 on the date of the test appointment.
- If you have a booking and will be under 15 on the day, you need to cancel or reschedule it.
- The test centre cannot verify your age at the test. The responsibility is yours.
What ID Does a 16-Year-Old Need?
The testing service accepts only the ID on its list, and it must be the original, not a photocopy or a photo. The official list includes a Public Services Card with photograph, a passport, an Irish passport card and a national identity card from an EU or EEA country or Switzerland. Booking the Test for a Teenager
You book online at theorytest.ie, by phone or by post, and you must use an Irish address. The car test costs €45, and the accepted payment methods include Mastercard and Visa credit and debit cards and Revolut cards. If plans change, you can reschedule or cancel free of charge when the request is received at least 7 calendar days before the test date.
How to Prepare at 15, 16 or 17
You do not need to have driven. The car test is 40 questions in 45 minutes and you need 35 correct.
